Where are the Horses? The meaning of 'Horses'

So, what does 'Horses' mean?, my mom asks for the second time. Being a songwriter for over half of my life, sometimes you get bored with having to write a song ABOUT something all the time. Topics get redundant. It becomes hard to shock people after you've worn the meat dress, right? So, sometimes I just press record and start playing and singing. 'Horses' came about in a few minutes of just singing random things into the microphone. It was perhaps one of the rare times when I didn't go back and shuffle stuff around. I really still have no idea what the song means, but it makes me feel a certain way and I like that. The music speaks louder than any words could....and I find myself wanting to dance....but I'll stick to the piano playing :)

and the start of this hurricane just leaves me wanting more

The ultimate clue into this songs meaning is its bridge. Its a modern day Wizard of Oz thing, except the hurricane replaces the tornado. Is it Dorothy speaking? Or the Witch? Is Dorothy the Witch? Regardless of who it is, her primary sense of power from the red shoes is gone and she finds herself in a psychological storm of sorts, wondering if she'll ever find her way out.
